Experienced Public Procurement Buyer (Namur) – Consultant – Permanent / Freelance

Aria Partner is recruiting an experienced Public Procurement Buyer Consultant, combining solid legal expertise and an operational approach to public procurement, to support one of its clients in the Namur region.

Your Role

You will support our client's teams in the structuring and implementation of their public procurement procedures, from needs definition to contract monitoring.

In this context, you will play a key role as a facilitator between business teams, operational departments, and suppliers, to ensure procedures are compliant with regulations while remaining efficient and operational.

Your Main Missions

  • Define the most suitable acquisition strategy for the client's needs.
  • Support teams in the definition and formalization of needs.
  • Translate operational needs into purchasing solutions adapted to the market.
  • Draft special specifications and administrative documents.
  • Ensure the legal compliance of procedures with public procurement legislation.
  • Manage award procedures (publication, receipt, and analysis of offers).
  • Participate in the administrative, technical, and legal analysis of offers.
  • Draft analysis reports and award decisions.
  • Ensure contractual monitoring of contracts and supplier relationship management.
  • Contribute to the continuous improvement of public purchasing practices.

Your Profile

  • Minimum 10 years of experience in public procurement, as a buyer, legal expert, or in a hybrid role.
  • Extensive and highly relevant experience in public procurement, in special sectors, including the management of complex or strategic cases.
  • Proven experience in multi-stakeholder environments, involving collaboration with business teams, departments, and external partners.
  • Demonstrated ability to quickly integrate into an organization and become operational on purchasing files.
  • Significant experience in the utilities or public infrastructure sectors (energy, water, networks, or mobility).
  • Good command of Belgian public procurement legislation.
  • Excellent analytical, structuring, and drafting skills for public procurement files.
  • Excellent command of French, with a desired knowledge of English.

Tools

  • Experience with 3P, e-Procurement, and SharePoint.
  • Good command of MS Office (Word, Excel, PowerPoint).
  • Knowledge of SAP MM, Ariba is a plus.
