Aria Partner is looking for a Senior IT Buyer to support one of its clients in structuring and executing its IT purchasing activities within a public procurement framework.

The mission takes place in an international and highly regulated environment, with significant challenges in terms of digital transformation and the management of critical IT solutions.

Your role

• You will act as a senior buyer with a resolutely operational approach, supporting business and IT teams, to define, structure, and execute purchasing procedures compliant with public procurement regulations.
• You will act as a true business partner, in conjunction with internal teams, legal functions, and suppliers, to guarantee both high-performing and compliant results.

Your responsibilities

• Define and implement IT purchasing strategies (software, SaaS, IT services, hardware)
• Support internal teams in formalizing needs
• Translate business needs into robust and compliant market documents
• Manage public procurement procedures from A to Z (publication, analysis, award)
• Conduct supplier negotiations at local and international levels
• Structure contracts (scope, pricing, SLA) in collaboration with legal
• Ensure compliance with internal rules and public procurement legislation
• Manage supplier relationships (SRM), including escalations
• Contribute to the continuous improvement of purchasing practices

Your profile

• Minimum 8 to 10 years of experience in IT purchasing
• Confirmed experience in public procurement (Belgium or Europe)
• Mastery of end-to-end purchasing procedures
• Expertise in IT sourcing (software, SaaS, services, outsourcing)
• Experience in multi-stakeholder environments
• Ability to work autonomously and hands-on
• Excellent analytical, structuring, and communication skills
• Good command of English
